Application of vaccine certification begins

Proof of status required at high risk sites.

The coronavirus vaccine certification program will be subject to application starting today, meaning affected high-risk sites and events must verify that customers are fully immunized, or otherwise exempt, before to enter.

The grace period from the October 1 launch date, allowing sites to test and try the program without facing enforcement action, has now expired.

Those attending a range of late night venues and larger indoor and outdoor live events, such as music festivals or major sporting events, will be required to show staff proof that they are fully vaccinated. or are otherwise exempt. This can be done through the NHS Scotland Covid Status app on their mobile device or by using the paper certificate.

Health Secretary Humza Yousaf said:

“The grace period allowed the sites and companies involved for more than two weeks to test the program in practice and make the appropriate arrangements. He also provided the government with useful feedback from the sectors concerned and we continue to be in contact with them in the future.

“This is a very limited program and we hope this will allow businesses to stay open and prevent any further restrictions as fall and winter approach. This virus has not gone away. and vaccine certification will have a role to play in keeping transmission under control as part of a broader set of measures, and adds an additional layer of protection in some high-risk settings.

“I also want to make sure that as many people as possible get vaccinated and in particular to increase the vaccination rate in the younger cohort, so anything that can be useful as an incentive.”


Municipal officials will be responsible for applying the certification system which will apply to the person responsible for each establishment. Officers will take an approach of engaging, explaining and encouraging the responsible person before considering execution options.

Scots can download the NHS Scotland Covid Status app via their mobile device. A paper certificate or downloadable PDF is also available at NHS Inform.

There are currently no plans to introduce certification for the entire hospitality industry, but this will be kept under review during the fall and winter months.

Exemptions from the program include those under 18, participants in vaccine trials, as well as people who cannot be vaccinated for medical reasons and people working or performing at the sites.

Proof of vaccination will be required to enter:
• nightlife establishments open after midnight with alcohol, music and dancing
• live events in a non-seated room, with more than 500 people in the audience
• open-air events without a seat, with more than 4,000 people in the audience
• any event of any kind in which more than 10,000 people participate

No personal data is stored on the NHS Scotland Covid Check app.

The Scottish Government has issued updated guidelines for companies and organizers of events covered by the program.
